Abstract

Hspitals suffer from administrative imbalances due to the assignment of management positions to purely medical staff lacking administrative knowledge, or to administrative staff with no medical background. This study addresses the administrative organization of the 21 September Medical Educational City based on scientific principles and the medical administration specialization, which bridges the gap between medical understanding and managerial qualification. The study aims to determine the appropriate organizational structure for the medical city, assess human resource requirements, and develop precise job descriptions for various medical and administrative positions to ensure high-efficiency service delivery with minimal cost, effort, and time
