الرقابة التنظيمية والامتثال للمعايير الإلزامية لسلامة المرضى في اليمن:دراسة مقطعية

الخلفية: تعد الرقابة التنظيمية المحرك الرئيسي لحماية حقوق المرضى وضمان سلامتهم، إلا أن الأبحاث التي تدرس دور الجهات الرقابية في الالتزام بسلامة المرضى في بيئات النزاع المعقدة كاليمن ما زالت محدودة.
الهدف: هدفت الدراسة إلى استكشاف تصورات الكوادر الصحية حول أثر الرقابة التنظيمية للمجلس الطبي اليمني في تطبيق المعايير الإلزامية لسلامة المرضى في مستشفيات العاصمة صنعاء.
طرق البحث: استخدمت الدراسة المنهج الوصفي التحليلي ذا التصميم المقطعي، وجُمعت البيانات عبر استبانة وُزعت على عينة طبقية عشوائية بلغت 435 مبحوثاً من الكوادر الطبية والإدارية. شملت العينة ثلاثة مستشفيات حكومية وأربعة مستشفيات خاصة بالإضافة إلى موظفي المجلس الطبي. وحُللت البيانات باستخدام برنامج (SPSS).
النتائج: أظهرت النتائج وجود أثر إيجابي طردي ذي دلالة إحصائية لرقابة المجلس الطبي في تطبيق المعايير الإلزامية لسلامة المرضى (R = 0.739)، وفسر الدور الرقابي ما نسبته 54.6% من التباين في مستوى التزام المستشفيات (R2= 0.546)، وجاء المستوى العام للرقابة بمتوسط (3.92) ومستوى تطبيق المعايير (3.91)، وكلاهما بدرجة كبيرة. ووجدت فروق ذات دلالة إحصائية تعزى لمتغير نوع المستشفى لصالح المستشفيات الخاصة بمتوسط (4.27) مقارنة بالحكومية (3.74)، حيث فسر نوع المستشفى 12.2% من التباين في التطبيق، وبرزت حاجة لتطوير الجوانب المتعلقة بالتعلم المستمر.
الاستنتاجات: رقابة المجلس تمثل محركاً أساسيًا لتحسين سلامة المرضى في النظام الصحي اليمني، إلا أن الاعتماد على جهة رقابية وحيدة يراكم الأعباء ويحد من الكفاءة، لذا توصي الدراسة بضرورة إعادة هيكلة اختصاصات المجلس، والسعي لإنشاء هيئة وطنية مستقلة لاعتماد المستشفيات.
