The Role of Academic Development and Quality Assurance Centers in Activating Internal Quality Systems A Comparative Study Between Yemeni Public and Private Universities

This research aims to reveal the role of academic development and quality assurance centers in activating internal quality systems, with a comparative study between Yemeni public and private universities. Using a descriptive-comparative approach and a proportional stratified sample of (93) leaders from these centers, the results showed that the sample's perception of the centers' role was "high," while their perception of the activation of internal quality systems was "medium." This indicates a gap between the efforts exerted and the actual impact. The findings also revealed statistically significant differences in performance in favor of private universities. The most significant obstacles facing the centers were found to be weak financial allocations, limited authority, and resistance to change. Regression analysis results proved that the combined dimensions of the centers' role explain (54.3%) of the variance in activating quality systems. The dimensions of "planning and policy-making," "training and capacity building," and "supervision of evaluation and review" had a positive and statistically significant impact on activating internal quality systems, whereas the "spreading of quality culture" dimension did not show a significant effect. Based on these findings, the research presents a proposed framework for improving the performance of these centers to enhance their role in activating internal quality systems in Yemeni universities. The study also recommends empowering these centers by granting them broader authority and independent budgets and linking incentive systems to the application of quality standards to boost their effectiveness.
